Pendekatan Perencanaan Ruang Laut untuk Pengelolaan Sumber Daya Pesisir yang Berkelanjutan : Tinjauan Literatur Review
Abstract
Penelitian ini bertujuan untuk mengidentifikasi konsep, manfaat, dan tantangan implementasi Marine Spatial Planning (MSP) dalam mendukung pengelolaan sumber daya pesisir yang berkelanjutan di Indonesia. Kajian ini disusun menggunakan metode Systematic Literature Review terhadap 8 artikel ilmiah nasional dan internasional yang diterbitkan pada periode 2020–2024 dan diindeks dalam basis data Scopus serta SpringerLink. Proses seleksi mengikuti alur Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) dengan kriteria inklusi artikel ilmiah berbahasa Inggris untuk menelusuri tren penerapan MSP, integrasi lintas sektor, dan keterkaitan dengan tujuan pembangunan berkelanjutan (Sustainable Development Goal 14). Hasil tinjauan menunjukkan bahwa keberhasilan implementasi MSP sangat dipengaruhi oleh integrasi antar sektor, koordinasi kelembagaan, dan partisipasi aktif masyarakat pesisir. Temuan juga menyoroti pentingnya inovasi teknologi spasial dalam mendukung pengelolaan ruang laut serta perlunya penguatan tata kelola berbasis ekosistem. Tantangan utama yang dihadapi meliputi keterbatasan data spasial, tumpang tindih kebijakan, dan lemahnya kolaborasi antarinstansi dalam pelaksanaan perencanaan ruang laut. Hasil penelitian ini mempertegas bahwa pengelolaan ruang laut yang efektif memerlukan pendekatan kolaboratif, berbasis ekosistem, dan didukung sistem informasi spasial yang terintegrasi. Implikasi kebijakan dari kajian ini menekankan pentingnya harmonisasi kebijakan lintas sektor serta peningkatan kapasitas kelembagaan dalam rangka mewujudkan pengelolaan sumber daya pesisir yang berkelanjutan.
